permissions are not denied for "/usr/local/samba/bind-dns/named.conf" confirm by running:
   journalctl -xe

Workaround:

   chmod  0777 /usr/local/samba/bind-dns
   chmod 0777 /usr/local/samba/bind-dns/named.conf

This  allows named service to access to included config file for provisioning. I will update the permission handling scripts to apply this automatically in the next day or two and push to updates.
